Kaija Hurlburt

Director

Kaija has expertise in environmental policy, maritime governance and multi-stakeholder coordination. Kaija leads Secure Fisheries’ work across its three focus areas. She works with Somali policy and decision makers to promote good governance of their fisheries resources. Kaija developed Secure Fisheries as a new program from the successes of OBP in Somalia. Outside of Secure Fisheries, Kaija launched OBP’s efforts in West Africa and was lead author on OBP’s three Human Cost of Piracy reports, shedding light on the plight of seafarers exposed to maritime piracy.

Robert Mazurek

Senior Program Manager

With a background and expertise in marine conservation, Robert leads Secure Fisheries efforts to combat illegal fishing through regional and international projects and engagement. He has a wide range of experience working across both national and international governments as well as with private entities to bridge the gaps between science, policy, and competing public and private interests.

Oceanographer Sarah Glaser

Sarah Glaser

Senior Research Associate

Sarah is an expert in marine ecology with a focus on tuna, sustainable fisheries and food security. Sarah leads Secure Fisheries’ scientific research team. Her work involves quantitative models of fisheries dynamics and fisheries conflict. She also leads an NSF-funded study of Lake Victoria. Sarah earned her PhD from Scripps Institution of Oceanography.

Expert in Fisheries Ecology and Biology

Paige Roberts

Project Officer

Paige has a background in fisheries ecology and biology. At Secure Fisheries, she is part of the scientific research team, providing information on the ecology, history, and governance of fisheries in eastern Africa, with a focus on Somaliland, Somalia, and Lake Victoria. She oversees data management and analysis of fisheries using geographic information systems (GIS). Her work with Secure Fisheries includes the creation of an interactive map of Somali coastal resources. Paige holds a Bachelor of Science from the University of Miami in marine science and biology.

Secure Fisheries Research Assistant

Laura Burroughs

Project Assistant

Laura has strong experience in international affairs, teaching and administrative and office support.  For the Secure Fisheries team, Laura oversees administrative and logistical work including coordination of travel and meetings. She also conducts research across all of Secure Fisheries’ focus areas. Before working with Secure Fisheries, Laura spent a year in Austria working as an English Teaching Assistant for the Austrian American Educational Commission (Fulbright Commission).

Fisheries Research Scientist

Col. (Retd) John Steed

Regional Manager – Horn of Africa

John is an expert in maritime crime, conflict resolution and negotiations, and African geopolitics. Based in Nairobi, Kenya, John provides support to Secure Fisheries on the Fisheries Crime Pillar of the Indian Ocean Forum on Maritime Crime. Prior to joining OEF, John was the Principal Military Advisor to the Special Representative of the Secretary-General Mahiga, Head of the Counter Piracy Unit in the UN Political Mission for Somalia, UK’s first Military Representative to Somalia and UK’s Defence Advisor to Kenya, Tanzania, The Seychelles and Somalia.
